Yes, and it often means emptier lineups. You just need the right rubber.
Cold water surfing is thriving. Iceland, Ireland, Nova Scotia, Chile, and northern Portugal in winter all have world-class waves. You need a proper thick wetsuit, hood, gloves, and boots. Warm up before paddling, eat something, and never surf alone in cold water. Hypothermia sneaks up on you.
