What size wave counts as 'charging'?

It's relative. Charging is surfing at the edge of your ability on purpose. For some people that's shoulder-high shorebreak, for others it's 20 feet of Nazaré.

How do Chargers deal with fear?

Not by ignoring it. By narrowing focus to breath, board, and next section, and by making sure their equipment is stronger than their nerves on the day.
